HARMONISATION OF METHODOLOGY

C2 : Increase the level of harmonisation of methodologies both between the countries and with the EU

C2.1 Labour market statistics: Labour Force Survey and Labour Cost Index

Objective : Strengthen the quality of labour market statistics and their harmonisation with ILO standards; design and implement algorithms for the calculation of the Labour Cost Index aligned with international standards

Expected results : Improved application of sampling methodologies and survey tools in LFS and its questionnaires aligned to the recommendations of the 19th International Conference of Labour Statisticians (ICLS); harmonised statistical data on employment and unemployment

C2.2Macroeconomic Statistics: NA and GFS

Objective : Align national accounts (production account, I/O and SUT tables) and Government Finance Statistics of the partner countries to SNA 2008 and ESA 2010; produce harmonised statistics for NA and GFS on an accrual basis

Expected results : Methodologies for NA (production account, I/O and SU tables) and GFS adapted to international standards; harmonised statistical data on NA and accrual GFS disseminated

C2.3Macroeconomic Statistics: PPP

Objective : Produce internationally comparable price and volume measures of gross domestic product (GDP) and its expenditure aggregates in Ukraine and Georgia

Expected results : Participation of Ukraine and Georgia in the International Comparison Program (ICP); validated data made available

C2.4 Macroeconomic Statistics: Business statistics: SBR, Business Demography Statistics

Objective : Improve and expand existing SBR. Develop and implement methodologies for new business statistics, broken down by size-class

Expected results : Business registers aligned with Regulation (EC) 177/2008; business demography data aligned with EU standards produced and disseminated

C2.5International Trade statistics: SITS and FATS

Objective : Align the statistics of international trade in services (SITS) with the recommendations of MSITS 2010

Expected results : SITS by partner country and mode of supply, and inward Foreign affiliates statistics (FATS) are made available

C2.6 Statistics on the use of ICT in enterprises

Objective : Develop and implement methodologies for statistics on ICT-use in enterprises, aligned with EU standards

Expected results : EU questionnaire on the use of ICT by enterprises designed and surveys conducted

C2.7 : Energy statistics: final energy consumption and energy efficiency indicators

Objective : Develop methodologies for statistics on final energy consumptions and energy efficiency indicators, aligned with international standards; test the implementation of the methodologies

Expected results : Harmonised methodologies developed and implemented; statistical data produced and disseminated.

C2.8 : Transport statistics: road freight statistics

Objective : Develop and test, through a pilot survey, methodologies for road freight transport statistics, aligned with EU and international standards

Expected results : Harmonised methodologies developed and implemented; statistical data produced and disseminated

C2.9 : Income and consumption statistics: Time Use Surveys (TUS) and Poverty Statistics

Objective : Produce gender data and harmonise with the Harmonised European Time Use Survey (HETUS) and support in developing a national methodology for estimating MPI

Expected results : Gender data on the roles and conditions of women and men in family and social life are produced; familiarisation with HETUS; national methodology developed to estimate MPI and its estimate is calculated and reported as SDG indicator

C2.10 : Population Statistics – Population and housing censuses and population statistics methodologies on specific topics

Objective : Enhance the institutional capacities for the execution of Population and Housing Censuses and improve methodologies in various fields of population statistics

Expected results : Strengthened institutional capacities in undertaking the censuses and surveys; improved and harmonised methodologies in various fields of population statistics developed
