The institutional framework of the national statistical system of the Republic of Belarus is formed by state statistics bodies and state organisations which are authorised to maintain state statistics (other producers of official statistics).

The main producer of official statistics is the National Statistical Committee of the Republic of Belarus (Belstat) [1], whose system comprises:

  • the central office (departments, divisions, units, sectors);
  • local state statistics bodies – the statistical departments of regions and the city of Minsk (7), statistics units in districts and cities (113);
  • two subordinate organisations which ensure functioning and maintenance of information systems, provide publishing services, perform printing works and other functions.

Belstat is a republican body of state administration in the field of state statistics. It regulates, administers and coordinates the system and it reports directly to the President of the Republic of Belarus.

At present, except for Belstat, 11 state bodies are authorized to produce official statistics (the National Bank, the Ministry of Finance, the Ministry of Labour and Social Protection, the Ministry of Health, the Ministry of Education, the Ministry of Natural Resources and Environmental Protection and others).

State statistical activity in the Republic of Belarus is carried out in accordance with Law of the Republic of Belarus № 345-З of November 28, 2004 “On State Statistics”.
